  In some areas, there are still some problems, such as the total number of teaching staff in primary and secondary schools is not up to the national standard, and some newly-built schools are not equipped in time. Four departments, such as the Central Organizing Committee, require that the staffing of primary and secondary school staff be approved in time according to the standards within the total amount of existing career staffing to meet the needs of development. By dynamically adjusting the staffing of primary and secondary schools in different regions, urban and rural areas, schools and school segments, the use efficiency will be improved. Make good use of existing career resources and give priority to meeting the needs of primary and secondary education. Focus on the following three aspects:

  Optimize the allocation of resources and improve the staffing efficiency of the education system

  Coordinate the establishment of undertakings and give priority to ensuring the needs of primary and secondary education.

  We will increase the overall planning of institutional resources, streamline institutional staffing through tapping potential and innovation, coordinate and adjust basic education, implement compilation standards, strengthen management and strictly compile and use, and fill the gap to meet the urgent needs of development.

  First, all localities should, in light of the actual situation, give priority to supplementing the establishment of teaching and administrative staff in primary and secondary schools by tapping the potential of various special reforms.

Standardize the way of providing educational services in primary and secondary schools and attract social forces to participate. It is clear that if the local government entrusts private schools to undertake compulsory education tasks according to law, it should allocate corresponding education funds according to the entrustment agreement. Encourage sports social organizations and professional artistic talents to provide sports and art education services for primary and secondary schools to meet the needs of the development of primary and secondary education in many ways.
