"Fan" airport stalker was punished by the police.

Recently, six "fans" idolize followed the camera at the airport and was punished by the police for allegedly "brushing off the customs" to disturb the order in public places. According to the investigation of Beijing Youth Daily reporter, there are still many illegal businesses selling artists’ private itinerary hidden in the Internet, and it only takes about 10 yuan to buy an artist’s private itinerary information.

Follow-up affects the normal order of the airport

On April 18th, the police of the West District Police Station of the Capital Airport found that "fans" gathered in Terminal 2 of the Capital Airport to follow the artists to take the opportunity, which had a certain impact on the normal order of the airport.

Upon inquiry, six people, including Lu Mou, learned the flight information of an artist through the Internet in advance and arrived at Terminal 2 of the Capital Airport in advance to wait, in order to increase the contact time with artists in order to take photos of idols. They used the tickets purchased in advance to follow the artists into the quarantine area and go to the boarding gate "idolize". Finally, after the artists took off on the flight, they refunded their tickets and left the airport quarantine area, so as to achieve the purpose of "idolize".

On April 24th, Liu and other four people also used the "brush-off" method to wait for the artist to pass the inspection at the security checkpoint, and then chased for photos in the isolation area, "idolize" until the artist took off on the flight. According to the Law on Public Security Administration Punishment, the police station in the West District of the Capital Airport gave the above-mentioned personnel an administrative penalty of fine 200 yuan.

Avoid censorship with abbreviations and symbols

The reporter of Beiqing Daily found that searching for keywords such as "ticketing", "artist’s itinerary" and "fan pick-up" on the e-commerce platform retrieved a large number of artist’s itinerary information and even a fan pick-up guide. Among them, the main contents of the artist’s itinerary information are basically the artist’s name, as well as the upcoming city and date. In the comment area of these posts, some bloggers will post top comments, saying that if they want to get specific information about the artist’s flight itinerary, they can buy it by private letter. Acts such as "brushing off" and "knocking on the machine" have also been replaced by abbreviations and symbols to avoid censorship.

The reporters of Beiqing Daily consulted as fans of different artists, and they were all diverted to other social platforms and were asked to add personal accounts. In terms of price, the price for inquiring about artists’ flight itinerary information is generally around 10 yuan to 30 yuan.

The reporter of Beiqing Daily randomly opened a circle of friends of a merchant and found that there were a large number of artists’ itinerary information and clearly marked the price. Among them, the price of the artist’s flight itinerary information is 5 yuan/class, and the price of helping fans to check the flight itinerary information of other artists is 5 yuan/time. The merchant said that it can also provide services such as "inquiring all the flight information currently booked by artists", but it needs to pay a different price.

In addition, the merchant also said that if the artist’s flight is changed or added, they will also inform the buyer in time until the artist’s corresponding flight takes off.

The reporter of Beiqing Daily learned that in April 2022, two staff members of an airline and two "fans" of an artist were sentenced for selling artists’ itineraries, which constituted a crime of infringing citizens’ personal information.

"Daipai" forms a gray industrial chain

Ms. Dai is an "amateur substitute". While she is in idolize, she takes photos and sells them to her fans. She said that she lived near the Capital Airport, and began to chase traffic artists in her early years. She often found pick-up information released by "fans" in the group. "Some of this information was revealed by the staff of the brokerage company, and some of it was purchased by" fans "themselves." Ms. Dai said that most of what the brokerage company revealed was to secretly satisfy the vanity of the artists who just started out, or to promote a commercial activity.

"Every time I pick up the plane, I will take photos and videos. Gradually, someone will buy it from me." Ms. Dai told the reporter of Beiqing Daily that compared with the vague "hand-shot", high-definition and exclusive artist pictures will attract more attention and often sell at higher prices. If it is an exclusive photo with "connotation", it can be fried to tens of thousands of yuan if it is sold in the "rice circle".

Therefore, in order to find more tricky and exclusive seats and take clear and recognizable photos, "substitute photographers" usually try various methods. There are often physical conflicts between "substitute" and "fans" in order to grab a better "seat".

She said that a gray industrial chain has been formed from the tracking of artists’ itinerary to the profit-making of "taking pictures on their behalf". "Fans" are buyers, "agents" are responsible for shooting and distributing pictures, and "scalpers" provide a lot of information about the artist’s itinerary or identity to this circle.

There are many hidden dangers in gathering and shooting.

Lawyer Lian Dayou, director of Beijing Jingben Law Firm, said that idolize (or fan management) was originally a part of the cultural and entertainment industry. However, once the fans’ love for artists exceeds the limit, it may be pregnant with huge legal risks.

First of all, many "fans" gather at the airport to follow and shoot artists, which has a great impact on the normal operation of the airport, not only increasing the cost of airport operation and stability, but also existing many security risks. Airport public security organs can impose public security penalties on them according to the relevant provisions of the Law on Public Security Administration Punishment.

Lawyers said that the Public Security Bureau of the Civil Aviation Administration of China had previously said at the press conference that the airport could increase credit punishment, put relevant illegal personnel on the list of serious untrustworthy people as appropriate, and restrict them from taking civil aircraft.

In addition, citizens’ personal information is strictly protected by law. The Personal Information Protection Law also defines "trip information" as personal sensitive information. Therefore, "fans" know the artist’s itinerary in advance through illegal channels, and follow the trail, which infringes on citizens’ personal privacy and will face the risk of civil liability.

Lawyers said that it is stipulated in the Criminal Law that anyone who sells or provides personal information of citizens to others in violation of relevant state regulations, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention, and shall also or only be fined; If the circumstances are especially serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years and shall also be fined.
