At the meeting, Cao Shumin, deputy director of the National Internet Information Office, said that the Party’s Report to the 20th CPC National Congress emphasized the need to speed up the construction of digital China, and the Overall Layout Plan of Digital China Construction issued by the Central Committee of the Communist Party of China and the State Council put forward the top-level design and overall layout of digital China construction, in which the "2522" framework was a systematic overall layout, which pointed out the direction and defined the goals and tasks for the construction of digital China to help Chinese modernization. In 2022, the construction of digital China has made new and important progress.

　　First, the digital infrastructure realizes "Gigabit access to cities, 5G access to counties and broadband access to villages". By the end of 2022, a total of 2.31 million 5G base stations have been built and opened, and the Gigabit optical network has the ability to cover more than 500 million households. For the first time, the number of mobile Internet of Things connections exceeded the number of mobile phone users, realizing the "superman of things", and our country is the first in the world. IPV6 active users exceed 700 million.

In 2022, the operating income of the electronic information manufacturing industry reached 15.4 trillion yuan, and the software business income exceeded 10 trillion yuan for the first time, reaching 10.8 trillion yuan. The digital transformation of the industry has been deepened, and the informationization rate of agricultural production has exceeded 25%. The industrial internet has been fully integrated into 45 categories of national economy, and the proportion of online retail sales of physical goods in the total retail sales of social consumer goods has reached 27.2%, a record high.

The online service index remains the world leader, and the e-government development index has entered the forefront of the world. The ability of "one network to handle affairs" has been significantly enhanced, and a large number of high-frequency government affairs services have been "handled across provinces", effectively solving the problems of difficult, slow and complicated work for market participants and the masses.

　　Fifth, digital culture provides new kinetic energy for cultural prosperity and development. The digital transformation of culture has been accelerated, and network culture has flourished. With the deep integration of digital technology and media, the international influence of online literature has increased rapidly.

　　Sixth, the construction of digital society promotes the sharing of quality service resources. The strategic action of digital education was fully implemented, and the national public service platform for smart education was officially launched, building the world’s largest education and teaching resource pool. Digital health has accelerated, with more than 26.7 million telemedicine services nationwide. The construction of smart cities and digital villages has achieved positive results.

　　Seventh, the construction of digital ecological civilization promotes green and low-carbon development. The digital governance capacity of the ecological environment has been continuously improved, and the coordinated transformation of digital greening has been further promoted.

　　Eighth, the innovation capability of digital technology in key areas has been continuously improved. 5G China has achieved a comprehensive lead in technology, industry and network applications, and we have made important positive progress in integrated circuits, artificial intelligence, high-performance computing, EDA, databases and operating systems.

　　Ninth, the digital security system has been continuously consolidated. The "Measures for Network Security Review" was revised and promulgated, and the "Measures for Data Exit Security Assessment" was promulgated and implemented, and the education, technology and industry of network security were accelerated. In terms of network security last year, we successfully completed the network security guarantee for major events such as the Beijing Winter Olympics and the 20th Party Congress.

The network rule of law system has been basically established, the comprehensive network governance system has been accelerated and improved, and the "Qinglang" series of special activities have been carried out in depth, and the network ecology has continued to improve, effectively safeguarding the legitimate rights and interests of netizens.

China initiated the G-20 Digital Innovation Cooperation Action Plan, reached the BRICS Digital Economy Partnership Framework, published the white paper "Working Together to Build a Community of Cyberspace Destiny", and formally established the world internet conference International Organization.
