The National Development and Reform Commission and others jointly announced the List of the Third Batch of National Regional Medical Center Construction Projects.
In accordance with the decision-making arrangements of the CPC Central Committee and the State Council, in October 2019, the National Development and Reform Commission, together with the Health and Health Commission, the Bureau of Traditional Chinese Medicine and the Secretariat of the the State Council Medical Reform Leading Group (hereinafter referred to as the "four departments"), launched the pilot work of the national regional medical center, selected and identified 26 pilot projects in two batches, and gave investment support from the central budget. Judging from the first batch of pilot projects, phased results have been achieved: high-quality medical resources have been introduced to fill the gap in the pilot areas, the local medical service level has been continuously improved, and the patient transfer rate has dropped significantly. Export hospitals have increased the output of brands, talents, technology and management, and the scope of service radiation and brand influence have been continuously expanded, which has played a leading role in deepening the demonstration of medical reform. For example, after Zhengzhou Hospital of Beijing Children’s Hospital was put into operation, the number of visits to Beijing Children’s Hospital in Henan Province decreased by 63.1% and the number of hospitalizations decreased by 51.3% in 2020. 52 innovative technologies of Fudan Zhongshan Xiamen Hospital fill the gaps in Fujian Province and Xiamen City, and the proportion of third-and fourth-grade difficult operations in superior departments such as cardiac and thoracic surgery exceeds 95%. The proportion of foreign patients in Chongli Hospital of the Third Hospital of Beijing Medical University is 47.4%, covering 25 provinces and cities such as Beijing, Tianjin and Shaanxi.
In order to speed up the realization of "staying out of the province due to serious illness", according to the requirements of the CPC Central Committee and the State Council, on the basis of summing up the construction experience of eight pilot provinces, the four departments issued the Work Plan for Orderly Expanding the Construction of National Regional Medical Centers, and included 12 provinces such as Inner Mongolia and Xinjiang Production and Construction Corps with relatively weak quality medical resources into the construction scope. Around the 59 project plans declared by the local authorities, the four departments have conducted in-depth understanding and comprehensive evaluation of the project progress by organizing centralized reports, centralized feedback and suggestions, and organizing experts to conduct on-the-spot (video) research. According to experts’ opinions, we agreed in principle to 24 project plans reported by Hebei, Inner Mongolia and other provinces as the third batch of national regional medical center construction projects, and asked relevant parties to speed up the preliminary work of the project, start construction and put it into use as soon as possible, and continue to deepen substantive cooperation, so that the masses can enjoy fair and accessible high-level medical services as soon as possible.
According to the preparation and promotion of the project, some projects that can’t meet the requirements of the national regional medical center construction for the time being, but the conditions are relatively mature, will be included in the list of "counseling" and will be included in the next batch of evaluation as national regional medical center construction reserve projects. In addition, after evaluation, three pilot projects, including Liaoning Hospital, Cancer Hospital of China Academy of Medical Sciences, will be included in the "warning category" list, which will be focused on and urged.
